The Certificate of Fire Service Installations and Equipment (FS251) is the key annual-inspection record for building fire service installations. FSD Circular 4/2026 updates the online preparation and submission system and adds QR anti-counterfeit measures.
From 1 July 2026, paper and fax submissions are no longer accepted. Certificates must be prepared, signed and submitted through the designated online system. New electronic certificates carry a QR code at the lower left so the public and property managers can scan and enter a verification code to check details. Certificates issued on or after 1 July without a QR code, or with suspicious content, may be reported to FSD.
Owners and managers should verify installation locations, dates and contractor details on the certificate immediately after annual inspection and keep a proper record.
