In July 2026 the Fire Services Department launched the Building Emergency Preparedness Charter, following the Building Emergency Pioneer training that began in March. Property managers, owners’ corporations or residents’ groups may sign on behalf of residential, commercial, shopping, industrial or hotel premises.
After signing, organisations must arrange “Building Emergency Pioneer” training for staff and complete selected items from six optional actions—such as preparing an emergency plan, holding fire talks, providing an AED, or encouraging households to keep fire-safety kits. Completing the core items plus optional actions can earn “Building Emergency Partner” recognition.
As of 24 September 2026, FSD’s published list shows more than 6,300 buildings/premises signed up and over 23,000 staff trained. Enquiries: 2197 3600 or fsdber@hkfsd.gov.hk.
